They really should teach Petralka about the secret of delegation, it would solve most of the issues. The main issue is too much paperwork being handled by one person, so they just need to spread the paperwork out over a larger group. You know, bring in some ministers who can assist and are trusted to delegate tasks. Honestly this overworked ruler trope is super common in anime, and I can only guess it is supposed to represent the feelings of overworked Japanese government workers. Or something like that, because otherwise it makes no sense.
