More building of the characters and some introduction to who this organization is and what they do. Seems to be mainly just fighting other esper organizations and stealing stuff to trade for money and power. All to attempt to support espers who have no other place to go. Seems to be similar to the old mafia or crime bosses, technically they support and assist their communities to keep some goodwill while doing illegal things the whole time.

Now as to were this show will actually go, my prediction is pretty simple. Andy hangs out with them and grows closer to the group for awhile, and will eventually get told to kill Hyousuke or somebody else in the organization. Which will kick off the whole discussion and debate for him, whether to follow the orders of his boss to support his new friends.
