Why is it that this show has such a tough time maintaining a constant tone. It is one of the many issues that show has. It just wildly jumps between silly and fun slice-of-life stuff to silly gunfights to serious gunfights to serious interactions with antagonists. But throughout it all it has no consistency, it feels like it never knows what it actually wants to be.

Does it want to be a fun yuri bait slice-of-life show about two assassins who work at a cafe? Does it want to be a serious dark story about a secret organization who hires teenage girls to slaughter people who break laws? Does it want to be a serious story about another secret organization who is saving people and making sure they fulfill their potential, whatever that means?

What is the show supposed to be, I just don’t know. All I do know is I don’t see what everyone seems to love about the show at all, nor how it manages to have 80% average scores.
