So the new group, prefect team, shows up because they want to capture Sensei. Who could possibly be important for some future discussions that is happening between various groups at the moment. And Problem Solver 68 just happened to be involved, but not the main reason they showed up. Meanwhile PS68 apparently split from this group at some point in the past.

The episode works, just feels like they have sudden thrown in a bunch of story at once. Guess they realized they needed the story to actually start half-way through the season.
